I am having the samr problem as Lynne and someone else I know can not get pass this level. There are not enough police pieces to get pass the level. Is it just us or is there a system issue? Please help!!!

I really like this game, but am totally stuck on Tuliptown. (Level 3, stage 4). Can anyone please give me a hand? Thank you.
