For some reason can't get past west wing with several pieces to place in other rooms

I cannot take the starter out because now it tells me to go back to the indian room and retrieve the battery, but the room is closed. It seems that once you have solved each room it locks you out and you cannot go back. Am I missing something?

After you have performed all the tasks above and all parts have been placed, proceed to the Ghost Machine Room. Take the machine starter lock out of inventory and place it on the right side of the machine, over the green and red wires. The machine will start.
